Narrative:
Fossl 3 arrival, 16 DME on the pxr 15 degree radial, XA29 local time, airlines flight XXX from wichita, ks, first officer was flying. I had been off frequency making the sterile cockpit call above 10000 ft MSL. Returned to active frequency. We were now cleared to 9000 ft, looking for traffic. First officer failed to level off aircraft at 9000 ft and I failed to catch the error. Altitude was 8600 ft when approach control advise to climb back up to 9000 ft. No conflicting traffic in area. I believe the cabin announcement will now be completed at a higher altitude, so more attention can be given to the arrival. Also a more complete scan for outside traffic and inside duties will be the order of business.

Title: ALTDEV. OVERSHOOT ON DSCNT. RPTR FO HAD CORRECT ALT IN THE ALT ALERT, BUT DIDN'T HEAR APCHING ALT WARNING AND CAPT OUT OF LOOP WITH PA ANNOUNCEMENT. CTLR ALERTED FLC TO THEIR ALT.

ALSO A MORE COMPLETE SCAN FOR OUTSIDE TFC AND INSIDE DUTIES WILL BE THE ORDER OF BUSINESS.
