Narrative:
Coming into oak after departing boi, air carrier X was cleared for the ILS runway 29. The captain and first officer had missed that GS was out on NOTAMS and so didn't hear that GS, OM, MM, and im were OTS. Air carrier X shot the approach but had no way of knowing when to descend for step-down with OM OTS. After breaking out of the clouds at 1100 ft AGL we were too high to safely land. After missed approach, we again shot the ILS runway 29 to oak using approximately DME to ensure inside of OM and landed uneventfully. After debriefing, we decided that with no GS or markers we weren't legal to shoot that approach. All 3 crew members have submitted NASA reports. Callback conversation with reporter revealed the following information: the reporter stated he did not hear the ATIS clearly as it was breaking up. The crew confirmed prior to commencing the approach the GS and marker beacons were OTS. The controller inquired if the crew had a problem with that. The crew said no. The flight crew improvised a DME to approximately the OM position. The controller did not volunteer his service to call out when the flight crew was passing the OM which would have made the approach technically legal to localizer only minimums.

Title: THE FLC IGNORED THE FACT THE GS AND MARKERS WERE OTS WHILE CONDUCTING THE ILS TO RWY 29. THE FLC GENERATED THEIR OWN DME CRITERIA FOR THE OM AS THE OM DME WAS NOT PUBLISHED.
Narrative: COMING INTO OAK AFTER DEPARTING BOI, ACR X WAS CLRED FOR THE ILS RWY 29. THE CAPT AND FO HAD MISSED THAT GS WAS OUT ON NOTAMS AND SO DIDN'T HEAR THAT GS, OM, MM, AND IM WERE OTS.
