Narrative:
Ramp check revealed that I was missing a change in my general operating manual. Our commercial chart changes and general operating manual changes have been missing in the past. Our management staff has been cut back to bare minimums. At this time, our computer shows we should be up to change #38 in our commercial manual. In actual fact we are up to change #xy, missing change #xx. Company's response is 'out of sequence.' this is an air carrier owned company and is understaffed to properly run an airline.

Title: BE02 FLC IS RAMP CHKED AND FINDS OPS MANUAL AND CHARTS NOT CURRENT.
Narrative: RAMP CHK REVEALED THAT I WAS MISSING A CHANGE IN MY GENERAL OPERATING MANUAL. OUR COMMERCIAL CHART CHANGES AND GENERAL OPERATING MANUAL CHANGES HAVE BEEN MISSING IN THE PAST. OUR MGMNT STAFF HAS BEEN CUT BACK TO BARE MINIMUMS. AT THIS TIME, OUR COMPUTER SHOWS WE SHOULD BE UP TO CHANGE #38 IN OUR COMMERCIAL MANUAL.
