Narrative:
Scheduled government flight turning left base for runway 28 ptw-FBO helicopter transitioning from right to left without transmitting position. We leveled off rather than descend into his altitude. Too many airports in the phl area without control towers. All airspace should be controled airspace!! Phl area airports are accidents waiting to happen! Corrective action due to proper scanning and high level of pilot situational awareness. Helicopter was a heavy helicopter possibly owned by the FBO in phl area!

Narrative: SCHEDULED GOV FLT TURNING L BASE FOR RWY 28 PTW-FBO HELI TRANSITIONING FROM R TO L WITHOUT XMITTING POS. WE LEVELED OFF RATHER THAN DSND INTO HIS ALT. TOO MANY ARPTS IN THE PHL AREA WITHOUT CTL TWRS. ALL AIRSPACE SHOULD BE CTLED AIRSPACE!! PHL AREA ARPTS ARE ACCIDENTS WAITING TO HAPPEN! CORRECTIVE ACTION DUE TO PROPER SCANNING AND HIGH LEVEL OF PLT SITUATIONAL AWARENESS. HELI WAS A HVY HELI POSSIBLY OWNED BY THE FBO IN PHL AREA!
