Narrative:

New departure procedure for los angeles SL3. Propellers turn to 200 degrees at smo 154 degree radial, jet turn to 220 degrees at lax VOR. The planes are now closer than they were with the old procedure and this procedure is unsafe. Callback conversation with reporter revealed the following information: reporter stated the wrong information had been sent on the report. He said that the information which was copied verbatim from the read and initial binder was incorrect. Reporter said the new SID requires propeller aircraft to go further out on the departure course prior to making a required turn on the SID whereas the old procedure stipulated the turn at the VOR. The reporter stated that the controllers learned of the new departure procedure from the reading binder and were not briefed in advance of the change. Reporter indicated the information in the reading binder was confusing and misleading. Reporter stated he has filed a ucr on the procedure.

Title: RPTR CLAIMS NEW SID WITH DIFFERENT TURNING POINTS AND HDGS FOR PROPS AND JETS PUTS ACFT CLOSER THAN OLD PROC.

Narrative: NEW DEP PROC FOR LOS ANGELES SL3. PROPS TURN TO 200 DEGS AT SMO 154 DEG RADIAL, JET TURN TO 220 DEGS AT LAX VOR. THE PLANES ARE NOW CLOSER THAN THEY WERE WITH THE OLD PROC AND THIS PROC IS UNSAFE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE WRONG INFO HAD BEEN SENT ON THE RPT. HE SAID THAT THE INFO WHICH WAS COPIED VERBATIM FROM THE READ AND INITIAL BINDER WAS INCORRECT. RPTR SAID THE NEW SID REQUIRES PROP ACFT TO GO FURTHER OUT ON THE DEP COURSE PRIOR TO MAKING A REQUIRED TURN ON THE SID WHEREAS THE OLD PROC STIPULATED THE TURN AT THE VOR. THE RPTR STATED THAT THE CTLRS LEARNED OF THE NEW DEP PROC FROM THE READING BINDER AND WERE NOT BRIEFED IN ADVANCE OF THE CHANGE. RPTR INDICATED THE INFO IN THE READING BINDER WAS CONFUSING AND MISLEADING. RPTR STATED HE HAS FILED A UCR ON THE PROC.
