Narrative:
While being vectored for runway 27L approach ATC gave us a heading that would put us right into a thunderstorm. I read back 'unable to steer that heading due to WX. He gave another heading change. I repeated 'unable to steer that heading due to WX. He said 'I'm declaring an emergency for you to now turn to 180 degree heading regardless of WX.' by this time we could take his heading and did. He stated we may have a traffic conflict. We received 5 or 6 runway changes for 2 approachs. OM and ground proximity OTS all this confusion caused us to miss the approach and do it again. Very poor ATC handling and he wasn't listening to our readback.
Original NASA ASRS Text
Title: ATC CTLR DECLARED AN EMER FOR THE FLC OF AN LGT WHEN WX TSTMS PREVENTED THE FLC FROM COMPLYING WITH VECTOR HDGS GIVEN BY ATC. A MISSED APCH WAS SUBSEQUENTLY MADE DUE TO NUMEROUS RWY CHANGES. A320.
Narrative: WHILE BEING VECTORED FOR RWY 27L APCH ATC GAVE US A HDG THAT WOULD PUT US RIGHT INTO A TSTM. I READ BACK 'UNABLE TO STEER THAT HDG DUE TO WX. HE GAVE ANOTHER HDG CHANGE. I REPEATED 'UNABLE TO STEER THAT HDG DUE TO WX. HE SAID 'I'M DECLARING AN EMER FOR YOU TO NOW TURN TO 180 DEG HDG REGARDLESS OF WX.' BY THIS TIME WE COULD TAKE HIS HDG AND DID. HE STATED WE MAY HAVE A TFC CONFLICT. WE RECEIVED 5 OR 6 RWY CHANGES FOR 2 APCHS. OM AND GND PROX OTS ALL THIS CONFUSION CAUSED US TO MISS THE APCH AND DO IT AGAIN. VERY POOR ATC HANDLING AND HE WASN'T LISTENING TO OUR READBACK.
