Narrative:

Transponder work had just been completed/tested and certified. We were going to faken field (mesa) when phoenix approach advised us they were not receiving a secondary return. They subsequently advised FF2 tower and we made an uneventful landing. After completion of our meal at the airport restaurant we began our preflight. When we started to taxi, tower was closed for the evening. We got over williams when I noticed the mode C veil and remembered that I forgot to call and advise approach (phx) of our status, ie, no transponder. I would have called and gotten approval either through tower or approach via phone. We never entered the class B (phx) airspace.

Title: SMA PLT WITH NEWLY CERTIFIED XPONDER HAS MALFUNCTION FAILURE OF XPONDER ON FLT WITHIN THE 30 MI VEIL.

Narrative: XPONDER WORK HAD JUST BEEN COMPLETED/TESTED AND CERTIFIED. WE WERE GOING TO FAKEN FIELD (MESA) WHEN PHOENIX APCH ADVISED US THEY WERE NOT RECEIVING A SECONDARY RETURN. THEY SUBSEQUENTLY ADVISED FF2 TWR AND WE MADE AN UNEVENTFUL LNDG. AFTER COMPLETION OF OUR MEAL AT THE ARPT RESTAURANT WE BEGAN OUR PREFLT. WHEN WE STARTED TO TAXI, TWR WAS CLOSED FOR THE EVENING. WE GOT OVER WILLIAMS WHEN I NOTICED THE MODE C VEIL AND REMEMBERED THAT I FORGOT TO CALL AND ADVISE APCH (PHX) OF OUR STATUS, IE, NO XPONDER. I WOULD HAVE CALLED AND GOTTEN APPROVAL EITHER THROUGH TWR OR APCH VIA PHONE. WE NEVER ENTERED THE CLASS B (PHX) AIRSPACE.
