Narrative:

Lft tower gave us position and hold runway 11. The before takeoff checklist was requested and supposedly completed. The first officer, without prebriefing, chose to leave the engine bleeds on to provide cooling while holding in position. Due to the length of time on the runway, holding, he forgot to turn the bleeds off. On the takeoff roll, the engine parameters were erratic, and I chose to abort. We taxied clear and completed the checklist. Then we requested taxi to another runway. I was under the impression that the dispatch release was still good, but due to abort procedures it was not. The other discrepancy was failure to complete the checklist. Both captain and first officer are dequalified and will receive ground school. Supplemental information from acn 339692: we were cleared for takeoff and given an assigned heading and a new assigned altitude. I then repeated the clearance and scrolled in the new altitude in the afcs. Being distracted by the new altitude, I neglected to turn off the bleeds for takeoff. The captain aborted the takeoff at about 90 KTS. To make sure this doesn't happen again, when initiating the before takeoff checklist, I will fully complete it instead of 'holding on the bleeds.' I've also reviewed the company flight operations manual and have become more familiar with the policies and procedures regarding abnormal procedures.

Title: A COMMUTER FLC ABORTED TKOF AFTER NOTING PWR FLUCTUATIONS DURING THE TKOF ROLL. THE BLEEDS HAD BEEN LEFT ON, SO THE CREW THEN COMPLETED THE CHKLIST ITEM AND DEPARTED WITHOUT A NEW RELEASE.
