Narrative:

The PA31 was cleared to land runway 26L via right base. An A320 was just starting to take runway 26R for departure. The PA31, while on close in base, abruptly turned final for runway 26R and overflew the A320 when the controller told them to immediately turn left and climb. One of many examples of light aircraft incorrectly replying to instructions at sky harbor and causing an unsafe situation.

Title: A CTLR AT PHX RPTS A PA31 PLT'S FAILURE TO ALIGN WITH THE ASSIGNED RWY DURING APCH IN VMC. AN A320 HAD JUST BEEN CLRED ONTO THE RWY, AND THE ACFT OVERFLEW THE A320 WHEN THE CTLR INTERVENED.
