Narrative:
Aircraft #1 departed runway 25R at lax. Aircraft #2 departed runway 24L at lax. Aircraft #1 should have been advised by lax tower to turn left heading 200 degrees after crossing smo 154 degree radial. Aircraft #1 did not turn. Aircraft #2 was immediately north of aircraft #1 at the same altitude. Both aircraft were heading 250 degrees climbing to 3000 ft.

Title: ATC DEP CTLR FAILED TO GIVE HDG CHANGE TO AN ACFT DEPARTING ON A R PARALLEL RWY IN ORDER TO PROVIDE APPROPRIATE SEPARATION WITH AN ACFT CLBING OUT FROM THE L RWY OF AN ADJACENT SET OF PARALLEL RWYS.
