Aircraft descending on the lax runway 25L localizer have been unable to meet a crossing restr (fuelr intersection at 8000 ft). There have been in excess of 40 documented occurrences. Crossing fuelr below 8000 ft conflicts with en route traffic on V186 and V363.

Title: RPTED SIT IN WHICH A B737 DSNDED BELOW THE PRESCRIBED ALT AT A XING FIX ON THE RWY 25L APCH. RPTR STATED THERE ARE 40 DOCUMENTED OCCURRENCES OF ACFT DSNDING BELOW THE XING ALT AT THIS FIX. DSCNT BELOW THE XING ALT CONFLICTS WITH 2 ENRTE AIRWAYS.
