Narrative:

During approach to apa, C172 requested runway 28, request approved by ATC, C172 is to call on turn to final and is #2. On radio the baron seems confused and on course for another runway 35R. C172 continues, is about to turn on to final when ATC tells C172 to turn east. C172 immediately encounters the baron turning onto final for runway 28. The 2 aircraft were very close (see diagram on next page). C172 tells ATC 'the traffic is right in front of me.' ATC asks the C172 to repeat. C172: 'he passed right in front of me.' ATC says 'make right traffic, clear for runway 28.' the area was congested for runways 35L and 35R. ATC was busy. The baron's radio communications were poor. The baron appeared to have been off course (this is assumed from radio communications by ATC). The baron took a long time to get to its turn onto final. By then the C172 was approaching well in front of the baron. C172 was unable to see the baron in its late approach (got out of sequence). The baron should have been on the ground by that time.

Title: NMAC. RPTR STUDENT PLT DIDN'T FOLLOW TWR INSTRUCTIONS 'CLRED TO LAND #2.' THE #1 ACFT TURNED IN FRONT OF RPTR AND A NMAC RESULTED.

Narrative: DURING APCH TO APA, C172 REQUESTED RWY 28, REQUEST APPROVED BY ATC, C172 IS TO CALL ON TURN TO FINAL AND IS #2. ON RADIO THE BARON SEEMS CONFUSED AND ON COURSE FOR ANOTHER RWY 35R. C172 CONTINUES, IS ABOUT TO TURN ON TO FINAL WHEN ATC TELLS C172 TO TURN E. C172 IMMEDIATELY ENCOUNTERS THE BARON TURNING ONTO FINAL FOR RWY 28. THE 2 ACFT WERE VERY CLOSE (SEE DIAGRAM ON NEXT PAGE). C172 TELLS ATC 'THE TFC IS RIGHT IN FRONT OF ME.' ATC ASKS THE C172 TO REPEAT. C172: 'HE PASSED RIGHT IN FRONT OF ME.' ATC SAYS 'MAKE R TFC, CLR FOR RWY 28.' THE AREA WAS CONGESTED FOR RWYS 35L AND 35R. ATC WAS BUSY. THE BARON'S RADIO COMS WERE POOR. THE BARON APPEARED TO HAVE BEEN OFF COURSE (THIS IS ASSUMED FROM RADIO COMS BY ATC). THE BARON TOOK A LONG TIME TO GET TO ITS TURN ONTO FINAL. BY THEN THE C172 WAS APCHING WELL IN FRONT OF THE BARON. C172 WAS UNABLE TO SEE THE BARON IN ITS LATE APCH (GOT OUT OF SEQUENCE). THE BARON SHOULD HAVE BEEN ON THE GND BY THAT TIME.
