Narrative:
Non IFR rated pilot made IFR approach to ILS runway 7 and landed safely. Pilot was VFR rated, landed plane to complete last part of practical test for IFR rating. Pilot needed to complete VOR, ILS part of practical test. Pilot was not IFR rated at time of IFR approach, but was signed off to take IFR test and had completed oral, NDB approach on simulator. Pilot found it extremely hard to schedule examination with examiner at home base santa paula airport due to examiner's unwillingness to schedule examination. Pilot has noted conflict of interest with students trained with examiner. Test applicants who train at his FBO versus students at other FBO's in scheduling priority and test material.

Title: NON IFR RATED PVT PLT INITIATES AN ILS INTO SBA UNDER AN IFR FLT PLAN. IMC IN VFR FLT WAS THE REALITY WITH THE FARS IN MIND.
Narrative: NON IFR RATED PLT MADE IFR APCH TO ILS RWY 7 AND LANDED SAFELY. PLT WAS VFR RATED, LANDED PLANE TO COMPLETE LAST PART OF PRACTICAL TEST FOR IFR RATING. PLT NEEDED TO COMPLETE VOR, ILS PART OF PRACTICAL TEST. PLT WAS NOT IFR RATED AT TIME OF IFR APCH, BUT WAS SIGNED OFF TO TAKE IFR TEST AND HAD COMPLETED ORAL, NDB APCH ON SIMULATOR. PLT FOUND IT EXTREMELY HARD TO SCHEDULE EXAM WITH EXAMINER AT HOME BASE SANTA PAULA ARPT DUE TO EXAMINER'S UNWILLINGNESS TO SCHEDULE EXAM.
