Narrative:

I was on an IFR flight plan from ane to eau. Clearance was to climb to 3000 ft and expect 5000 ft in 10 mins. I departed runway 17 and was turning to 090 degrees and climbing, when I was given a higher altitude. I don't remember what altitude I was given but it registered in my mind as 5000 ft. Climbing through 4700 ft, the controller asked my altitude which I reported as 4700 ft. He told me that I had only been cleared to 4000 ft and then he cleared me to 5000 ft. I don't believe that there was a traffic conflict. There was rain in the area and I was tuning the radar when I received the mistaken altitude, so I was pretty busy and didn't pay enough attention to the controller.

I DEPARTED RWY 17 AND WAS TURNING TO 090 DEGS AND CLBING, WHEN I WAS GIVEN A HIGHER ALT. I DON'T REMEMBER WHAT ALT I WAS GIVEN BUT IT REGISTERED IN MY MIND AS 5000 FT. CLBING THROUGH 4700 FT, THE CTLR ASKED MY ALT WHICH I RPTED AS 4700 FT. HE TOLD ME THAT I HAD ONLY BEEN CLRED TO 4000 FT AND THEN HE CLRED ME TO 5000 FT. I DON'T BELIEVE THAT THERE WAS A TFC CONFLICT. THERE WAS RAIN IN THE AREA AND I WAS TUNING THE RADAR WHEN I RECEIVED THE MISTAKEN ALT, SO I WAS PRETTY BUSY AND DIDN'T PAY ENOUGH ATTN TO THE CTLR.
