Narrative:
On flight xx clt to atl on jul/xx/96 and jul/yy/96, I found contract fuelers fueling the aircraft without grounding wires in place. I talked to the fueler on jul/yy/96 and caught the company again on jul/zz/96. Notified station manager on jul/yy/96. On flight X in iad on jul/zz/96, caught fuelers doing same thing and notified operations personnel. Callback conversation with reporter revealed the following information: the reporter stated he was flying an MD88. He stated when he talked to the company representatives at clt they said not grounding was standard procedure. The reporter states his airline policy is to ground the aircraft. The same non grounding while fueling is the standard at iad. As of this callback there is nothing being done about the difference in company policy and contract fueler policy. The company is aware of the non grounding fueling policy at clt and iad.

Title: THE RPTR FOUND CONTRACT FUELERS FUELING THE ACFT WITHOUT GNDING WIRES IN PLACE.
Narrative: ON FLT XX CLT TO ATL ON JUL/XX/96 AND JUL/YY/96, I FOUND CONTRACT FUELERS FUELING THE ACFT WITHOUT GNDING WIRES IN PLACE. I TALKED TO THE FUELER ON JUL/YY/96 AND CAUGHT THE COMPANY AGAIN ON JUL/ZZ/96. NOTIFIED STATION MANAGER ON JUL/YY/96. ON FLT X IN IAD ON JUL/ZZ/96, CAUGHT FUELERS DOING SAME THING AND NOTIFIED OPS PERSONNEL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED HE WAS FLYING AN MD88. HE STATED WHEN HE TALKED TO THE COMPANY REPRESENTATIVES AT CLT THEY SAID NOT GNDING WAS STANDARD PROC. THE RPTR STATES HIS AIRLINE POLICY IS TO GND THE ACFT. THE SAME NON GNDING WHILE FUELING IS THE STANDARD AT IAD. AS OF THIS CALLBACK THERE IS NOTHING BEING DONE ABOUT THE DIFFERENCE IN COMPANY POLICY AND CONTRACT FUELER POLICY. THE COMPANY IS AWARE OF THE NON GNDING FUELING POLICY AT CLT AND IAD.
