Narrative:

On taxi out, the first officer picked up the clearance from gray departure. I was on the other radio monitoring CTAF and listening to the flight attendant call ready. On climb out through 9700 ft, the gray controller asked what altitude we had been assigned. He said we had been assigned 8000 ft, when the first officer responded 10000 ft. The first officer missed the assigned altitude in the clearance and I did not monitor his picking up the clearance. If both of us had listened to the clearance, we may not have flown through our altitude.

Title: ALTDEV. MISCOM ON CLRED ALT. CTLR INTERVENED WHEN FLC WAS 1700 FT ABOVE ASSIGNED ALT. RPTR CAPT NOT MONITORING ORIGINAL CLRNC AND FO MISUNDERSTOOD IT.

THE FO MISSED THE ASSIGNED ALT IN THE CLRNC AND I DID NOT MONITOR HIS PICKING UP THE CLRNC. IF BOTH OF US HAD LISTENED TO THE CLRNC, WE MAY NOT HAVE FLOWN THROUGH OUR ALT.
