Narrative:
Cleared via the henry 1 departure of runway 20. Heading 250 degrees and an altitude of 2000 ft. Tower cleared us for takeoff, and we complied with the henry 1. Leaving 1200 ft, tower advises to climb to 3000 ft. I verified the 3000 ft and tower advised us again 3000 ft, contact orf departure. Called orf departure and reported leaving 2200 ft for 3000 ft, 250 degree heading assigned. Orf comes back with you should have stayed at 2000 ft, maintain 2000 ft, turn right 360 degrees. I advised her that tower assigned us 3000 ft. She started to argue with us about 2000 ft. I advised her we were descending back to 2000 ft and turning 360 degrees. She clicked in and told us to turn to 360 degrees for traffic. I advised her we were turning 360 degrees and 2000 ft. I called tower on the other radio and they confirmed 3000 ft and they knew they (orf) has had problems before. 4 weeks ago a controller at orf vectored us to the wrong airport. Only until we asked did he sound surprised and canceled it.

Narrative: CLRED VIA THE HENRY 1 DEP OF RWY 20. HDG 250 DEGS AND AN ALT OF 2000 FT. TWR CLRED US FOR TKOF, AND WE COMPLIED WITH THE HENRY 1. LEAVING 1200 FT, TWR ADVISES TO CLB TO 3000 FT. I VERIFIED THE 3000 FT AND TWR ADVISED US AGAIN 3000 FT, CONTACT ORF DEP. CALLED ORF DEP AND RPTED LEAVING 2200 FT FOR 3000 FT, 250 DEG HDG ASSIGNED. ORF COMES BACK WITH YOU SHOULD HAVE STAYED AT 2000 FT, MAINTAIN 2000 FT, TURN R 360 DEGS. I ADVISED HER THAT TWR ASSIGNED US 3000 FT. SHE STARTED TO ARGUE WITH US ABOUT 2000 FT. I ADVISED HER WE WERE DSNDING BACK TO 2000 FT AND TURNING 360 DEGS. SHE CLICKED IN AND TOLD US TO TURN TO 360 DEGS FOR TFC. I ADVISED HER WE WERE TURNING 360 DEGS AND 2000 FT. I CALLED TWR ON THE OTHER RADIO AND THEY CONFIRMED 3000 FT AND THEY KNEW THEY (ORF) HAS HAD PROBS BEFORE. 4 WKS AGO A CTLR AT ORF VECTORED US TO THE WRONG ARPT. ONLY UNTIL WE ASKED DID HE SOUND SURPRISED AND CANCELED IT.
