Narrative:
We took off at XA47 am from runway 36 at henderson executive airport. Power was applied, the engine responded normally after a complete runup. The aircraft rotated as projected by the pilot operations handbook for current conditions. Upon reaching approximately 200 ft AGL the aircraft began to sink and lose airspeed. I pitched forward to maintain flying speed and attempt to accelerate. The aircraft continued to sink. The choice was made to begin a shallow turn to the left to avoid power lines ahead and rising terrain to the right. The aircraft continued to 'mush' down. I determined that the aircraft was not going to fly. I did the best to maintain airspeed as the aircraft settled. Before touchdown, I straightened the aircraft, placed it in the landing attitude and the aircraft impacted and stopped. I immediately determined that the passenger were not hurt. The aircraft was evacuate/evacuationed and then secured.

Title: ACFT EQUIP PROB. APPARENT ENG FAILURE DURING INITIAL CLB. ACFT UNKNOWN, BUT SMA HIGH WING. ATTEMPT TO CONTACT RPTR BOTH AT WORK AND HOME INDICATES HE HAS MOVED, SO UNABLE TO DETERMINE CAUSE OF LOW AIRSPD AND FORCED LNDG. NO MENTION IS MADE OF EQUIP PROB, JUST LOSS OF AIRSPD.
Narrative: WE TOOK OFF AT XA47 AM FROM RWY 36 AT HENDERSON EXECUTIVE ARPT. PWR WAS APPLIED, THE ENG RESPONDED NORMALLY AFTER A COMPLETE RUNUP. THE ACFT ROTATED AS PROJECTED BY THE PLT OPS HANDBOOK FOR CURRENT CONDITIONS. UPON REACHING APPROX 200 FT AGL THE ACFT BEGAN TO SINK AND LOSE AIRSPD. I PITCHED FORWARD TO MAINTAIN FLYING SPD AND ATTEMPT TO ACCELERATE. THE ACFT CONTINUED TO SINK. THE CHOICE WAS MADE TO BEGIN A SHALLOW TURN TO THE L TO AVOID PWR LINES AHEAD AND RISING TERRAIN TO THE R. THE ACFT CONTINUED TO 'MUSH' DOWN. I DETERMINED THAT THE ACFT WAS NOT GOING TO FLY. I DID THE BEST TO MAINTAIN AIRSPD AS THE ACFT SETTLED. BEFORE TOUCHDOWN, I STRAIGHTENED THE ACFT, PLACED IT IN THE LNDG ATTITUDE AND THE ACFT IMPACTED AND STOPPED.
