Narrative:
PA28 crossed the threshold landing. Air carrier B727 was told to taxi into position hold. The PA28 turned off the runway at B10 intersection and was told to taxi west on taxiway B, a parallel taxiway. The PA28 read back the instruction. The B727 was cleared for takeoff. During my runway scan I noticed the PA28 had done a 180 degree and was taxiing back onto the runway. I told the PA28 to taxi off the runway and canceled the B727 takeoff. A pilot deviation was filed and I was investigated for an operational error. Several instances of inexperienced GA pilots trying to taxi back onto runways have occurred recently at sky harbor.

Title: ATCT LCL CTLR OBSERVED A PA28 THAT HAD JUST LANDED TURN OFF THE RWY AS CLRED, THEN CLRED AN ACR B727 FOR TKOF. SUBSEQUENTLY DURING THE CTLR'S SCAN HE OBSERVED THAT THE PA28 HAD MADE A 180 DEG TURN ON THE TXWY AND WAS TAXIING BACK ONTO THE RWY. THE CTLR CANCELED THE B727 TKOF CLRNC AND THE B727 STOPPED SHORT OF THE PA28'S POS.
Narrative: PA28 CROSSED THE THRESHOLD LNDG. ACR B727 WAS TOLD TO TAXI INTO POS HOLD. THE PA28 TURNED OFF THE RWY AT B10 INTXN AND WAS TOLD TO TAXI W ON TXWY B, A PARALLEL TXWY. SEVERAL INSTANCES OF INEXPERIENCED GA PLTS TRYING TO TAXI BACK ONTO RWYS HAVE OCCURRED RECENTLY AT SKY HARBOR.
