Narrative:
The ATR42 would have passed south of the cessna and not have been a factor but the TCASII alarm caused the ATR42 pilot to turn and climb and pass over the cessna 500 ft at time of targets merging. Had the ATR42 not turned, the targets would not have merged.

Title: RPTR CONTENDS THAT ACR X WAS SEPARATED FROM SMA Y, BUT A TCASII RA CAUSED THE FLC TO CLB AND TURN OVERFLYING SMA Y BY 500 FT. RPTR STATED THAT HE WAS SURPRISED AT ACR X'S MANEUVER.
Narrative: THE ATR42 WOULD HAVE PASSED S OF THE CESSNA AND NOT HAVE BEEN A FACTOR BUT THE TCASII ALARM CAUSED THE ATR42 PLT TO TURN AND CLB AND PASS OVER THE CESSNA 500 FT AT TIME OF TARGETS MERGING. HAD THE ATR42 NOT TURNED, THE TARGETS WOULD NOT HAVE MERGED.
