Narrative:

Air carrier X SF340 leveling at 5000 ft in the downwind for his arrival at tpa. Small aircraft X, a C172, cleared through class B airspace assigned and level 4500 ft. I will never use minimum separation standard again to make this system work if pilots are required to deviate from ATC clrncs without any regard to what is happening around them. I'm tired of all the paperwork, the lack of backing from my mgrs and the lack of trust, not only inside the FAA towards controllers, but from the users as well. The SF340 climbed 400 ft above his altitude.

I'M TIRED OF ALL THE PAPERWORK, THE LACK OF BACKING FROM MY MGRS AND THE LACK OF TRUST, NOT ONLY INSIDE THE FAA TOWARDS CTLRS, BUT FROM THE USERS AS WELL. THE SF340 CLBED 400 FT ABOVE HIS ALT.
