Narrative:
The operation prior to the incident, I questioned my supervisor whether or not I had the required runway separation. She felt I did, but I was shook up over the possibility of being decertified. I cleared the C172 for takeoff on runway 17L, and instructed the pilot to enter right closed traffic for runway 17R. The pilot complied and turned directly in front of the PA28, which had just conducted a touch and go on runway 17R, talking to another controller. I looked up and saw the 2 aircraft side by side in a hard right turn (the cherokee was taking evasive action). I asked the C172 pilot why he was not flying a runway heading, which would have been the standard procedure with 2 local control position open. He stated that he was instructed to 'make right traffic for runway 17R.' after reviewing the tape, the pilot acted exactly as instructed.

Title: ATCT LCL CTLR WORKING TFC ON RWY 17L GAVE A C172 A R TURN AFTER TKOF TO ENTER R TFC FOR RWY 17R WITHOUT COORD WITH CTLR WORKING RWY 17R TFC. A PA28 TOOK OFF RWY 17R SIMULTANEOUSLY WITH THE C172 AND WHEN THE C172 MADE HIS TURN, AN NMAC OCCURRED. BOTH PLTS INVOLVED WERE TAKING EVASIVE ACTION WHEN THE RPTR SAW THE INCIDENT.
Narrative: THE OP PRIOR TO THE INCIDENT, I QUESTIONED MY SUPVR WHETHER OR NOT I HAD THE REQUIRED RWY SEPARATION. SHE FELT I DID, BUT I WAS SHOOK UP OVER THE POSSIBILITY OF BEING DECERTIFIED. I CLRED THE C172 FOR TKOF ON RWY 17L, AND INSTRUCTED THE PLT TO ENTER R CLOSED TFC FOR RWY 17R. THE PLT COMPLIED AND TURNED DIRECTLY IN FRONT OF THE PA28, WHICH HAD JUST CONDUCTED A TOUCH AND GO ON RWY 17R, TALKING TO ANOTHER CTLR. I LOOKED UP AND SAW THE 2 ACFT SIDE BY SIDE IN A HARD R TURN (THE CHEROKEE WAS TAKING EVASIVE ACTION). I ASKED THE C172 PLT WHY HE WAS NOT FLYING A RWY HDG, WHICH WOULD HAVE BEEN THE STANDARD PROC WITH 2 LCL CTL POS OPEN. HE STATED THAT HE WAS INSTRUCTED TO 'MAKE R TFC FOR RWY 17R.'
