Narrative:
Departing mhk on an IFR flight plan to new century airport (ixo), new century, ks. The WX was IFR at mhk. Conditions were 200 ft scattered, 700 ft broken, 1200 ft overcast, 2 1/2 mi fog light rain. Working with ZKC I was instructed to climb from 3000 ft to 4000 ft. While in the climb I experienced rough air and may have exceeded a 300 ft limit in altitude control, before I could stabilize the aircraft and level off at 4000 ft. The flight was completed with no further problems.
