Narrative:

Was departing kenmore air harbor using normal procedures and radio calls. Was passed from approximately 8 O'clock position by grumman widgeon. Subsequent investigation found widgeon pilot had no radio and departed in non standard fashion. Was phoned by pilot of widgeon (unidented) and he explained he hadn't cleared area and was much faster on takeoff.

Title: NMAC BTWN A DE HAVILLAND OTTER, DHC-3, AND A GRUMMAN WIDGEON, G44, WHILE BOTH ACFT WERE ON INITIAL CLB OUT AFTER TKOF FROM A LAKE SEAPLANE BASE.

Narrative: WAS DEPARTING KENMORE AIR HARBOR USING NORMAL PROCS AND RADIO CALLS. WAS PASSED FROM APPROX 8 O'CLOCK POS BY GRUMMAN WIDGEON. SUBSEQUENT INVESTIGATION FOUND WIDGEON PLT HAD NO RADIO AND DEPARTED IN NON STANDARD FASHION. WAS PHONED BY PLT OF WIDGEON (UNIDENTED) AND HE EXPLAINED HE HADN'T CLRED AREA AND WAS MUCH FASTER ON TKOF.
