Narrative:
Unauthorized speed reduction on civit arrival. Time: XX15. ATC frequency: 124.9. ATC facility: socal approach control. Location: civit 1 arrival, approximately 16 DME. Captain was flying the approach. We were told to maintain 250 KTS. Captain slowed to 220 KTS and I advised him of the 250 KT restr. He told me to tell approach we were slowing. Before I could get on the radio to tell approach, they came back and told us to maintain 250 KTS.
