Narrative:

Pushback requires permission from ground control onto inner taxiway at lga. First officer is responsible and attempted to get permission but could not due to frequency congestion. He failed to tell captain and push continued onto taxiway. Ground control was not happy and chastised crew. Crew apologized and first officer now understands can't enter taxiway without permission regardless of circumstances.

Title: FLC ALLOWED ACFT TO BE PUSHED BACK ONTO TXWY WITHOUT PRIOR APPROVAL FROM GND CTLR AS REQUIRED BY ARPT PROCS. RPTR FO TRIED TO CALL, BUT FREQ WAS CONGESTED AND HE FAILED TO TELL THE CAPT THAT THEY DIDN'T HAVE PUSH BACK APPROVAL.
