Narrative:
On final to runway 28 wind check call from tower elicited 220 degrees at 14 KTS. Approximately altitude over numbers 30 ft AGL. Encountered drop in airspeed of about 10-15 KTS. Executed recovery landed hard. Subsequent examination indicates no need to file under part 830.5. Flew airplane to home base for tear down inspection. Damage: 1)left wingtip and aileron scrapes and surface damage, 2) right gear door buckled, and 3) no propeller strike. Callback conversation with reporter revealed the following information: reporter states there was no FAA involvement since they consider this an incident. The aircraft was a mooney 20F. The wing was rebuilt for which the reporter paid extra as he wanted it done as an assurance of minimizing any internal damage. Reporter said that his 4 times a yr training which he takes to keep sharp was a help in his thinking ability to use rudder rather than aileron in correcting for the windshear. A commuter aircraft that arrived just after he did indicated a 27 KT reduction of airspeed when at the same point as reporter on approach. He feels the midwest WX is so extreme that one must be prepared for anything.

Narrative: ON FINAL TO RWY 28 WIND CHK CALL FROM TWR ELICITED 220 DEGS AT 14 KTS. APPROX ALT OVER NUMBERS 30 FT AGL. ENCOUNTERED DROP IN AIRSPD OF ABOUT 10-15 KTS. EXECUTED RECOVERY LANDED HARD.
