Narrative:
Unsafe intersection at runway 23L and runway 28 has produced trouble in the past (i.e., departing wrong runway). The FAA and the city has implemented plans that make taxi instructions more confusing than before. This has caused delays and difficulties for pilots.

Title: CTLR AT CLE CONTENDS THAT THE NEW TAXI PROCS TO PREVENT RWY INCURSIONS AND DEPS FROM WRONG RWYS IS TOO COMPLICATED.
Narrative: UNSAFE INTXN AT RWY 23L AND RWY 28 HAS PRODUCED TROUBLE IN THE PAST (I.E., DEPARTING WRONG RWY). THE FAA AND THE CITY HAS IMPLEMENTED PLANS THAT MAKE TAXI INSTRUCTIONS MORE CONFUSING THAN BEFORE. THIS HAS CAUSED DELAYS AND DIFFICULTIES FOR PLTS.
