Narrative:

Descent to 6000 ft heading 220 degrees. First officer understood a turn to 270 degrees and descent, thought to 4000 ft. Disconnecting autoplt and started a turn! At this time, captain noted aircraft at 800 ft below our aircraft, first officer diverted attention outside to make visual contact with aircraft. Captain then noted we were descending just as TCASII issued a 'climb' alert. We climbed to 6500 ft before returning to 6000 ft.

Title: DC9-30. PF, FO, MISUNDERSTOOD CLRED ALT AND WAS CONTINUING DSCNT THROUGH THE ASSIGNED 6000 FT. TCASII ALERTED TO AN ACFT AT 5000 FT WHEN RPTR WAS DSNDING THROUGH 5700 FT. FLC TOOK EVASIVE ACTION AND CLBED OUT OF TCASII RA. WHEN TFC ALERT FIRST ALERTED FLC, THEY WERE LOOKING OUT TO MAKE VISUAL CONTACT AND DSNDED THROUGH ASSIGNED.

WE CLBED TO 6500 FT BEFORE RETURNING TO 6000 FT.
