Narrative:
At about XA30 on approach control, a skylane ending in xy call sign was leaving cameron park. I was approaching cameron park. I called out my position and the controller confirmed my position to the other aircraft, then the skylane asked me 'is that you, (name)?' I said 'no, is that you, (name)?' then I said we have to quit meeting like this. Then he said 'I'm not easy.' then a pause of about 30 seconds and he then said to the controller, 'it's not my fault, it's the other guy's fault!' fault! He's the one that started the casual conversation, not I. This pilot's name is (name) and I feel he was intentionally trying to cause a problem with the TRACON controller. I called the supervisor at XA45. She said the controller did not feel this was a problem, but someone, ie, (name) could file a complaint with flight standards. This form is a precaution.

Narrative: AT ABOUT XA30 ON APCH CTL, A SKYLANE ENDING IN XY CALL SIGN WAS LEAVING CAMERON PARK. I WAS APCHING CAMERON PARK. I CALLED OUT MY POS AND THE CTLR CONFIRMED MY POS TO THE OTHER ACFT, THEN THE SKYLANE ASKED ME 'IS THAT YOU, (NAME)?' I SAID 'NO, IS THAT YOU, (NAME)?' THEN I SAID WE HAVE TO QUIT MEETING LIKE THIS. THEN HE SAID 'I'M NOT EASY.' THEN A PAUSE OF ABOUT 30 SECONDS AND HE THEN SAID TO THE CTLR, 'IT'S NOT MY FAULT, IT'S THE OTHER GUY'S FAULT!' FAULT! HE'S THE ONE THAT STARTED THE CASUAL CONVERSATION, NOT I. THIS PLT'S NAME IS (NAME) AND I FEEL HE WAS INTENTIONALLY TRYING TO CAUSE A PROB WITH THE TRACON CTLR. I CALLED THE SUPVR AT XA45.
