Narrative:
Captain told first officer (myself) he had reduced total fuel from 3300 pounds to 3200 pounds. Assumed (myself) he did this with the notification of dispatch. Release paperwork called for 3300 pounds total, 3115 pounds release fuel with a taxi fuel of 143 pounds. Also had included 500 pounds hold fuel for jfk (WX was VMC). Actual taxi fuel was about 70 pounds and at brake release for takeoff fuel was at about 3130 pounds (determined by using totalizer with fuel gauges and ACARS). At takeoff roll, dispatch called via ACARS to say fuel on board was insufficient (less than or equal to 3300 pounds). Since I was aware of not being below filed release fuel, I did not query captain until airborne. This was a paperwork problem not involving safety of flight because captain did not take 2 mins to notify of fuel reduction. Dispatch was notified via ACARS after sterile cockpit was over (10000 ft MSL) and no further events.

Title: SF340R DEPARTED YOW WITH FUEL 3130 LBS VERSUS DISPATCH FUEL 3200 LBS. CAPT HAD CHANGED THE FUEL TO 3200 LBS BUT FAILED TO COORDINATE WITH DISPATCH. NOTIFICATION TO DISPATCH WAS MADE BY ACARS AFTER AIRBORNE.
Narrative: CAPT TOLD FO (MYSELF) HE HAD REDUCED TOTAL FUEL FROM 3300 LBS TO 3200 LBS. ASSUMED (MYSELF) HE DID THIS WITH THE NOTIFICATION OF DISPATCH. RELEASE PAPERWORK CALLED FOR 3300 LBS TOTAL, 3115 LBS RELEASE FUEL WITH A TAXI FUEL OF 143 LBS. ALSO HAD INCLUDED 500 LBS HOLD FUEL FOR JFK (WX WAS VMC). ACTUAL TAXI FUEL WAS ABOUT 70 LBS AND AT BRAKE RELEASE FOR TKOF FUEL WAS AT ABOUT 3130 LBS (DETERMINED BY USING TOTALIZER WITH FUEL GAUGES AND ACARS). AT TKOF ROLL, DISPATCH CALLED VIA ACARS TO SAY FUEL ON BOARD WAS INSUFFICIENT (LESS THAN OR EQUAL TO 3300 LBS). SINCE I WAS AWARE OF NOT BEING BELOW FILED RELEASE FUEL, I DID NOT QUERY CAPT UNTIL AIRBORNE. THIS WAS A PAPERWORK PROB NOT INVOLVING SAFETY OF FLT BECAUSE CAPT DID NOT TAKE 2 MINS TO NOTIFY OF FUEL REDUCTION. DISPATCH WAS NOTIFIED VIA ACARS AFTER STERILE COCKPIT WAS OVER (10000 FT MSL) AND NO FURTHER EVENTS.
