Narrative:
SVFR departure from lake hood airport with no release from departure conflicted with arriving B737 on left base visual approach to runway 6R at anc international airport. Anc tower radar idented and shipped SVFR cessna to departure on head-on course with B737. ATC issued traffic and turned the cessna on initial contact to avoid the B737. Recently, untrained tower controllers (lrac controllers) have started radar identing all wbound VFR departures from lhd and shipping to anc departure with no procedures for positive separation other than those used by all controllers in 7110.65.

Title: RPTR AT ANC TRACON CONTENDS THAT TWR WAS IN ERROR BY RADAR IDENTING A SMA DEP FROM A NEARBY ARPT AND TRANSFERRING CTL TO TRACON WHILE A B737 WAS ON A VISUAL APCH TO ANC.
Narrative: SVFR DEP FROM LAKE HOOD ARPT WITH NO RELEASE FROM DEP CONFLICTED WITH ARRIVING B737 ON L BASE VISUAL APCH TO RWY 6R AT ANC INTL ARPT. ANC TWR RADAR IDENTED AND SHIPPED SVFR CESSNA TO DEP ON HEAD-ON COURSE WITH B737. ATC ISSUED TFC AND TURNED THE CESSNA ON INITIAL CONTACT TO AVOID THE B737. RECENTLY, UNTRAINED TWR CTLRS (LRAC CTLRS) HAVE STARTED RADAR IDENTING ALL WBOUND VFR DEPS FROM LHD AND SHIPPING TO ANC DEP WITH NO PROCS FOR POSITIVE SEPARATION OTHER THAN THOSE USED BY ALL CTLRS IN 7110.65.
