Narrative:
A C150 crossed the hold line on taxiway a at runway 33 and was moving onto runway 33 without clearance. I instructed a BE20 to execute a go around when the BE20 was on a 1/2 mi final for runway 33. Aircraft and vehicles often do not stop behind the hold line on taxiway a at runway 33. The watch supervisor was notified.

Title: ATCT LCL CTLR SAW A C150 CROSS THE HOLD LINE ON TXWY A AND TAXI ONTO RWY 33 WITH A BE20 ON A HALF MI FINAL. THE CTLR SENT THE BE20 AROUND AND NOTIFIED HIS SUPVR OF THE INCIDENT.
