Narrative:
First officer overflew turn at clark intersection on arrival. By the time we talked back and forth, approach backed us up and we turned approximately 3-4 mi late. First officer didn't hear me discuss the turn. First officer was new. I didn't watch him close enough. The approach plate is very hard to read and needs to be redesigned. On most plates you can read the narrative or look at the picture for all information. At mem you need to do both.

Title: ACR PIC RPT OF AN ALLEGED PUB DEFICIENCY. WAS INSTRUMENTAL IN A LATE TURN, A HDG TRACK POS DEV ON A STAR.
Narrative: FO OVERFLEW TURN AT CLARK INTXN ON ARR. BY THE TIME WE TALKED BACK AND FORTH, APCH BACKED US UP AND WE TURNED APPROX 3-4 MI LATE. FO DIDN'T HEAR ME DISCUSS THE TURN. FO WAS NEW. I DIDN'T WATCH HIM CLOSE ENOUGH. THE APCH PLATE IS VERY HARD TO READ AND NEEDS TO BE REDESIGNED. ON MOST PLATES YOU CAN READ THE NARRATIVE OR LOOK AT THE PICTURE FOR ALL INFO. AT MEM YOU NEED TO DO BOTH.
