Narrative:
On departure, clearance was to dunks intersection, dtw 296/39 frequency 113.4. Departure gave us amended instruction, turn north to intercept J70, salem VOR, 276 degree radial off frequency 114.3. At same time, received a frequency change and subsequently unable to reach center on that frequency while we tried to recycle and/or determine correct frequency. I, the first officer, dialed in 276 degree radial but misread VOR and left 113.4 instead of changing to 114.3. Simply a case of reversing the frequency sequence. When we finally recontacted ATC, they had been very busy with calls and it took us a while to get through. They gave us a new heading to intercept. Later center asked what occurred. No further problems after that. Supplemental information from acn 348550: cleared to heading of 310 degrees, intercept J70 climb to 13000 ft. Contact ZOB. Unable center, back to departure frequency busy. Copilot turned to heading 330 degrees for J70 and cleveland frequency. We then realized first officer's VOR on dtw not salem VOR.
