Narrative:

On sep/fri/96 I was told to install these parts on engine: nose cowl, thrust reverser, tail pipe, fix fairing telexflex cable, starter. These parts were installed on the above engine when engine was brought into shop for maintenance. Parts were removed and reinstalled without svcable tags. I installed these parts but refused to sign for them. Callback conversation with reporter revealed the following information: the reporter stated the problem was strictly paperwork. Furthermore, the reporter stated the engine remained as a spare until the hush kit was installed and all paperwork and inspections and approvals were accomplished. No hazard to the public did exist or does exist. The company has modified their paperwork procedures to the satisfaction of all concerned.

Title: THE RPTR DISASSEMBLED A SVCABLE ENG AND WAS THEN TOLD TO REASSEMBLE IT. AS PER PROC IF THE PARTS WERE TO BE PERMANENTLY REMOVED THEY WERE YELLOW TAGGED. A DECISION WAS MADE NOT TO PERMANENTLY REMOVE THE PARTS SO THE COMPANY INTERP WAS THE YELLOW TAGS COULD BE REMOVED IF THE PARTS WERE PUT BACK ON THE ENG THEY CAME OFF OF.

Narrative: ON SEP/FRI/96 I WAS TOLD TO INSTALL THESE PARTS ON ENG: NOSE COWL, THRUST REVERSER, TAIL PIPE, FIX FAIRING TELEXFLEX CABLE, STARTER. THESE PARTS WERE INSTALLED ON THE ABOVE ENG WHEN ENG WAS BROUGHT INTO SHOP FOR MAINT. PARTS WERE REMOVED AND REINSTALLED WITHOUT SVCABLE TAGS. I INSTALLED THESE PARTS BUT REFUSED TO SIGN FOR THEM. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE PROB WAS STRICTLY PAPERWORK. FURTHERMORE, THE RPTR STATED THE ENG REMAINED AS A SPARE UNTIL THE HUSH KIT WAS INSTALLED AND ALL PAPERWORK AND INSPECTIONS AND APPROVALS WERE ACCOMPLISHED. NO HAZARD TO THE PUBLIC DID EXIST OR DOES EXIST. THE COMPANY HAS MODIFIED THEIR PAPERWORK PROCS TO THE SATISFACTION OF ALL CONCERNED.
