Narrative:
Cruise at FL280 had light chop, descent to FL260 then FL220 for smoother ride, but captain noticed ice so he applied ignition, then engine anti-ice. Within a min gray smoke began to flow out of overhead panel. I turned off the engine anti-ice and we both donned oxygen and established communication. Atl ATC gave descent to 16000 ft. Accomplished the checklists except did not raise cabin to 10000 ft since smoke had ceased. Did not declare emergency or request equipment upon arrival since problem had been isolated. #1 engine anti-ice in-transit lights were frozen in lit position, but had even engine parameters. Upon arrival discovered engine anti-ice wiring harness shorted out/burnt with no circuit breaker popped. Crews are hesitant to declare emergency because of disservice the media does to a carrier when they mention anything about an airline.

Title: B737-200 DEVELOPS SMOKE IN THE COCKPIT WHEN ENG ANTI-ICE WIRING SHORTS AND CIRCUIT BREAKER FAILS TO TRIP.
Narrative: CRUISE AT FL280 HAD LIGHT CHOP, DSCNT TO FL260 THEN FL220 FOR SMOOTHER RIDE, BUT CAPT NOTICED ICE SO HE APPLIED IGNITION, THEN ENG ANTI-ICE. WITHIN A MIN GRAY SMOKE BEGAN TO FLOW OUT OF OVERHEAD PANEL. I TURNED OFF THE ENG ANTI-ICE AND WE BOTH DONNED OXYGEN AND ESTABLISHED COM. ATL ATC GAVE DSCNT TO 16000 FT. ACCOMPLISHED THE CHKLISTS EXCEPT DID NOT RAISE CABIN TO 10000 FT SINCE SMOKE HAD CEASED. DID NOT DECLARE EMER OR REQUEST EQUIP UPON ARR SINCE PROB HAD BEEN ISOLATED. #1 ENG ANTI-ICE IN-TRANSIT LIGHTS WERE FROZEN IN LIT POS, BUT HAD EVEN ENG PARAMETERS.
