Narrative:
Location: ord. Coming off the STAR to radar vectors by ord approach. On a high extended final to runway 4R, IMC, on ILS localizer and glide path, the controller said level off at 5000 ft -- we were at 5200 ft. We leveled off and immediately got a TCASII TA. I was hand flying and only had a short glance at the TCASII screen and saw a yellow symbol. We were then cleared to descend to 4000 ft by approach then I got the TCASII RA alert with red symbol. Approach called to leveloff and turn right followed by another right turn. I never saw another aircraft. In IMC. The TCASII I remember seeing was 300 ft before clearance to 4000 ft. The red RA symbol was too close for me to decipher. The other aircraft was an air carrier light transport type which they were trying to slip into the final approach sequence. I think he continued on to land. I was sequenced around for another ILS. No other problems. TCASII procedures were not used because the controller was right up with the problem.

Title: AN ACR B727 ON FINAL TO RWY 4 AT ORD RECEIVED A TCASII TA RA ON AN ACR LTT WHILE DSNDING TO 4000 FT. TRACON CTLR BROKE THE B727 OFF APCH AND REVECTORED FOR A SECOND ILS APCH. CLOSEST PROX ON TCASII WAS 300 FT AND B727 NEVER HAD A VISUAL ON THE TFC.
