Narrative:

This is in regards to a fastener that is eliminated during the repair of chord angle. The fastener hole is plugged with an aluminum rivet and not used in the new angle. It seems communication had broken down regarding engineering authority/authorized to shave and retain the steel fastener already installed in this hole. I personally would not intentionally deviate from the intended repair, nor do I feel any other mechanic would willfully do so. The chain of communication simply broke down.

Title: A B737-200 STRUCTURAL REPAIR ACCOMPLISHED WITH NO DOCUMENTATION OR AUTH.

Narrative: THIS IS IN REGARDS TO A FASTENER THAT IS ELIMINATED DURING THE REPAIR OF CHORD ANGLE. THE FASTENER HOLE IS PLUGGED WITH AN ALUMINUM RIVET AND NOT USED IN THE NEW ANGLE. IT SEEMS COM HAD BROKEN DOWN REGARDING ENGINEERING AUTH TO SHAVE AND RETAIN THE STEEL FASTENER ALREADY INSTALLED IN THIS HOLE. I PERSONALLY WOULD NOT INTENTIONALLY DEVIATE FROM THE INTENDED REPAIR, NOR DO I FEEL ANY OTHER MECH WOULD WILLFULLY DO SO. THE CHAIN OF COM SIMPLY BROKE DOWN.
