Narrative:
Level 6000 ft arrival to houston hobby airport with VFR conditions. Approach calls 10 O'clock traffic swbound, a brasilia, will climb maintaining visual separation. As I answered approach TCASII issued RA to climb and I visually observed brasilia with very high angle of climb in what appeared to be an attempt to pull up over us. Since he obviously had no intention of heeding his TCASII, instead of pulling up for an unknown altitude as the brasilia climbed under us we reversed and went down and under the aircraft. At 5400 ft the other aircraft passed 500 ft above us climbing. We climbed back to 6000 ft and continued to hobby. The first officer and I could only conclude that they were on a suicide mission.

Title: MLG AND A BRASILIA HAVE NMAC WHEN BRASILIA FAILS TO MAINTAIN VISUAL SEPARATION AS CLRED BY ATC.
Narrative: LEVEL 6000 FT ARR TO HOUSTON HOBBY ARPT WITH VFR CONDITIONS. APCH CALLS 10 O'CLOCK TFC SWBOUND, A BRASILIA, WILL CLB MAINTAINING VISUAL SEPARATION. AS I ANSWERED APCH TCASII ISSUED RA TO CLB AND I VISUALLY OBSERVED BRASILIA WITH VERY HIGH ANGLE OF CLB IN WHAT APPEARED TO BE AN ATTEMPT TO PULL UP OVER US. SINCE HE OBVIOUSLY HAD NO INTENTION OF HEEDING HIS TCASII, INSTEAD OF PULLING UP FOR AN UNKNOWN ALT AS THE BRASILIA CLBED UNDER US WE REVERSED AND WENT DOWN AND UNDER THE ACFT. AT 5400 FT THE OTHER ACFT PASSED 500 FT ABOVE US CLBING. WE CLBED BACK TO 6000 FT AND CONTINUED TO HOBBY. THE FO AND I COULD ONLY CONCLUDE THAT THEY WERE ON A SUICIDE MISSION.
