Narrative:
All aircraft were deviating all directions requiring pointouts to be made to all adjacent-airspace-controllers. This is done by ARTS function ie, XXX to display on 'X,' 'DR4' scope if DR4 is not open or combined with another position it should display there (at combined position). This does not occur and is unsafe!
