Narrative:

Cga X, a citation was given clearance to 14000 ft. He read back 11000 ft which it turns out was what I gave him. I missed the readback. I handed cga X off to the next sector (tol) who thought the aircraft was going to 14000 ft as indicated by the data block. He missed the aircraft checking on descending to 11000 ft. Dtw approach owns 13000 ft and below and cga X came in conflict with air carrier Y departing out of dtw airport at 12000 ft with 1.4 mi and 500 ft.

Title: ARTCC CTLR RPTR ISSUED A DSCNT TO CGA X, A C550, TO 11000 FT BY MISTAKE. THE CTLR MEANT TO ISSUE A DSCNT TO 14000 FT. TFC BEING WORKED BY ADJACENT FACILITY WAS CLBING TO 12000 FT. LTSS RESULTED.

DTW APCH OWNS 13000 FT AND BELOW AND CGA X CAME IN CONFLICT WITH ACR Y DEPARTING OUT OF DTW ARPT AT 12000 FT WITH 1.4 MI AND 500 FT.
