Narrative:
During taxi out, ground controller seemed very unsure of himself, wasn't acknowledging xmissions with call signs, etc. Our flight was cleared to follow a DC9, which we did along taxiway Z, until DC9 turned at taxiway Y8, to go to runway 1L. We paused a bit till we had wingtip clearance, then began to move again. As we passed abeam the DC9, the ground controller advises us to 'monitor the tower.' we changed to frequency 120.1, and monitored, as we continued south on taxiway Z. The next thing we see is a DC9 passing in front of us, from right to left, on taxiway Y9. The DC9 was moving along at a fairly high taxi speed. We stopped our taxi quickly, so that the DC9 could pass. Not one word from the tower about their changing the DC9 to runway 20, or that he was approaching us. Again, see and avoid prevented a collision, not the controller's actions they appeared to be out of the loop completely.

Title: AN ACR WDB TAXIING OUT FOR TKOF HAS A DC9 CROSS IN FRONT OF HIM CAUSING THE PLT TO QUICKLY STOP THE ACFT. PLT RPTR BLAMES CTLR FOR NOT INFORMING HIM OF TFC.
Narrative: DURING TAXI OUT, GND CTLR SEEMED VERY UNSURE OF HIMSELF, WASN'T ACKNOWLEDGING XMISSIONS WITH CALL SIGNS, ETC. OUR FLT WAS CLRED TO FOLLOW A DC9, WHICH WE DID ALONG TXWY Z, UNTIL DC9 TURNED AT TXWY Y8, TO GO TO RWY 1L. WE PAUSED A BIT TILL WE HAD WINGTIP CLRNC, THEN BEGAN TO MOVE AGAIN. AS WE PASSED ABEAM THE DC9, THE GND CTLR ADVISES US TO 'MONITOR THE TWR.' WE CHANGED TO FREQ 120.1, AND MONITORED, AS WE CONTINUED S ON TXWY Z. THE NEXT THING WE SEE IS A DC9 PASSING IN FRONT OF US, FROM R TO L, ON TXWY Y9. THE DC9 WAS MOVING ALONG AT A FAIRLY HIGH TAXI SPD. WE STOPPED OUR TAXI QUICKLY, SO THAT THE DC9 COULD PASS. NOT ONE WORD FROM THE TWR ABOUT THEIR CHANGING THE DC9 TO RWY 20, OR THAT HE WAS APCHING US. AGAIN, SEE AND AVOID PREVENTED A COLLISION, NOT THE CTLR'S ACTIONS THEY APPEARED TO BE OUT OF THE LOOP COMPLETELY.
