Narrative:
Shortly after takeoff at abe with clearance to climb to 3000 ft MSL we received a TCASII warning and observed TCASII traffic at 12 O'clock depicted at 2000 ft. We leveled at 1500 ft, searched for traffic which we never saw, then continued climb after conflict resolved. The alert sounded after tower had switched us to departure control, who stated he hadn't observed traffic and assured us it was under 'tower's control.' it appears that the traffic was uncontrolled and encroached on the airspace without letting anyone know. All ground system missed him, and a near miss or worse could have resulted had TCASII not alerted us to discontinue climb.

Title: MLG ACFT AFTER TKOF RECEIVED TCASII TA ON TFC AT THE 12 O'CLOCK POS AND 2000 FT. THEIR CLRNC WAS TO 3000 FT, BUT THEY LEVELED AT 1500 FT UNTIL CLR OF TFC. WHEN CHANGING TO DEP CTLR HE ASSURED THE FLC THAT THE TFC WAS POSSIBLY UNDER TWR CTL.
Narrative: SHORTLY AFTER TKOF AT ABE WITH CLRNC TO CLB TO 3000 FT MSL WE RECEIVED A TCASII WARNING AND OBSERVED TCASII TFC AT 12 O'CLOCK DEPICTED AT 2000 FT. WE LEVELED AT 1500 FT, SEARCHED FOR TFC WHICH WE NEVER SAW, THEN CONTINUED CLB AFTER CONFLICT RESOLVED. THE ALERT SOUNDED AFTER TWR HAD SWITCHED US TO DEP CTL, WHO STATED HE HADN'T OBSERVED TFC AND ASSURED US IT WAS UNDER 'TWR'S CTL.' IT APPEARS THAT THE TFC WAS UNCTLED AND ENCROACHED ON THE AIRSPACE WITHOUT LETTING ANYONE KNOW. ALL GND SYS MISSED HIM, AND A NEAR MISS OR WORSE COULD HAVE RESULTED HAD TCASII NOT ALERTED US TO DISCONTINUE CLB.
