Narrative:

On approach to lga as we attempted to extend our flaps for approach, we were unable to extend the flaps. The leading edge devices showed fully retracted with no disagreement light. We attempted to recycle the handle several times with no results. As we were running short of fuel and considering the runway length, we diverted to jfk and accomplished the no slat no flap landing procedure.
