ATC facility: ZOA. Location: czq -- 270 -- 90. Flying at FL330 we entered an area of moderate to severe turbulence. We requested a descent to FL290. The captain initiated a descent to FL290 while we were waiting for a response from ZOA. We then declared an emergency to get the lower altitude.
