Narrative:
ATC facility: ZAU. Location: 30 mi west of janesville. Given crossing restr of 30 mi west of janesville while proceeding direct at 11000 ft. Late assignment, tailwinds and anti- icing made restr tight. We made within 300 ft but due to high rate of descent autoplt capture mode evidently did not operate and aircraft descended slightly below 11000 ft by approximately 200-300 ft. I should have told ATC earlier that we were unable as the frequency was too busy as we got closer, and the problem could have been averted.

Narrative: ATC FACILITY: ZAU. LOCATION: 30 MI W OF JANESVILLE. GIVEN XING RESTR OF 30 MI W OF JANESVILLE WHILE PROCEEDING DIRECT AT 11000 FT. WE MADE WITHIN 300 FT BUT DUE TO HIGH RATE OF DSCNT AUTOPLT CAPTURE MODE EVIDENTLY DID NOT OPERATE AND ACFT DSNDED SLIGHTLY BELOW 11000 FT BY APPROX 200-300 FT. I SHOULD HAVE TOLD ATC EARLIER THAT WE WERE UNABLE AS THE FREQ WAS TOO BUSY AS WE GOT CLOSER, AND THE PROB COULD HAVE BEEN AVERTED.
