Aircraft X was climbed from 17000 ft to FL210 using visual from aircraft Y at FL180. I was told that this was an appropriate circumstance and legal application of the visual separation rule.

Title: ARTCC RADAR CTLR CLBED AN ACR ACFT USING VISUAL SEPARATION THROUGH A CORP ACFT AT FL180. RPTR THOUGHT IT WAS LEGAL TO USE VISUAL SEPARATION AT THAT ALT.
Narrative: ACFT X WAS CLBED FROM 17000 FT TO FL210 USING VISUAL FROM ACFT Y AT FL180. I WAS TOLD THAT THIS WAS AN APPROPRIATE CIRCUMSTANCE AND LEGAL APPLICATION OF THE VISUAL SEPARATION RULE.
