Narrative:

On climb out from bwi (runway 28) departure gave us 'turn to heading 120 degrees, climb to 15800 ft, maintain 250 KTS -- the 250 KTS is at center request.' we read clearance back. Just out of 5000 ft departure said 'maintain 6000 ft.' we overshot 6000 ft by +/- 300 ft. At the same time we were told to maintain 9000 ft. I told departure we had been given 15000 ft as a clearance altitude. Departure said 'I missed your readback.' I don't know if we set off any lights but there was miscom on the clearance altitude. Giving a heading, climb and speed request, along with who is requesting the speed, is too much verbiage in one sentence. If I were only cleared to 5000 ft why mention 250 KTS at all? The same information as to who was requesting the speed was also being given to every aircraft departure talked to.

THE SAME INFO AS TO WHO WAS REQUESTING THE SPD WAS ALSO BEING GIVEN TO EVERY ACFT DEP TALKED TO.
