Narrative:
On milan 2 arrival to cvg, crossed 20 west of shb at 17000 ft. About 10 west of shb we were given descent clearance to 12000 ft and I reported leaving 17000 ft for 12000 ft. We descended with autoplt vs mode at 1000 FPM. At 15700 ft we received a TCASII TA, switched to 10 NM scale and received TA at 12 O'clock, 6 NM at 15100 ft. At 15400 ft we received an RA with climb command. Descent was stopped at 15300 ft and we climbed to 16000 ft announcing to ZID our RA, climb, and leveling at 16000 ft. Traffic passed directly below at 15000 ft. Center replied that a formation of 2 F16's turned into us at shelbyville. Unfortunately, in spite of what we thought to be an expeditious but smooth transition to a climb, our flight attendant in charge was in the aft galley, fell to the floor and reinjured her right wrist and required medical attention. Our TCASII operated flawlessly and helped us avoid, if not a midair, at least an eyeball to eyeball pass! Supplemental information from acn 353482: while descending past 15700 ft a TA alert on the TCASII was received. Our position was on the shb 290 degree 03 NM. We selected 10 NM scale on the TCASII display and saw a TA symbol at approximately 6 NM indicating 15100 ft descending. Within 4-6 seconds the TA resolved into a RA. I leveled the B737 at 16000 ft as we flew over the offending aircraft. On the TCASII display (now in 5 NM scale) the RA symbol appeared to pass directly below the aircraft at 15000 ft/15100 ft. The captain informed ZID of our climb and the RA conflict. The center controller told us that a flight of 2 F16's 'turned the wrong way.' this information was received after the climb and we were clear of the conflict. No warning was issued prior to the RA or during the RA. We never saw the F16's visually.

WE SELECTED 10 NM SCALE ON THE TCASII DISPLAY AND SAW A TA SYMBOL AT APPROX 6 NM INDICATING 15100 FT DSNDING. WITHIN 4-6 SECONDS THE TA RESOLVED INTO A RA. I LEVELED THE B737 AT 16000 FT AS WE FLEW OVER THE OFFENDING ACFT. ON THE TCASII DISPLAY (NOW IN 5 NM SCALE) THE RA SYMBOL APPEARED TO PASS DIRECTLY BELOW THE ACFT AT 15000 FT/15100 FT. THE CAPT INFORMED ZID OF OUR CLB AND THE RA CONFLICT. THE CTR CTLR TOLD US THAT A FLT OF 2 F16'S 'TURNED THE WRONG WAY.' THIS INFO WAS RECEIVED AFTER THE CLB AND WE WERE CLR OF THE CONFLICT. NO WARNING WAS ISSUED PRIOR TO THE RA OR DURING THE RA. WE NEVER SAW THE F16'S VISUALLY.
